Enable administrator setting permissions for users

Enable admins setting perms for users, and adds a BOT_ADMIN environment variable for the root discord user with all permissions. Changes database schema to set the default permission to 0.

  • Production database schema will have to be updated.
  • Consider adding subcommand help with a list of current valid permission flags.
